Dr. Enam K. Antonio is a legal academic and environmental policy advocate with a deep interest in reimagining development through the lens of sustainability, justice, and informed governance. As co-founder/director of ELPI Ghana, she leads the organisation’s efforts to strengthen the role of law and policy in protecting the environment and promoting inclusive, home-grown solutions to Ghana’s development challenges. With her experience in legal research, teaching, and public interest work, Enam is interested in engaging with a new generation of lawyers and policy thinkers passionate about environmental justice. ELPI was born from her ongoing conversations with students and peers who recognized the urgent need for a platform that brings rigorous research, strategic advocacy, education and public engagement into dialogue with the environmental realities facing Ghana and the broader region.
Ken Agyir is a lawyer, researcher, and development practitioner. His professional and academic engagements focus on advancing inclusive and sustainable economic growth in the Global South through equitable environmental, climate, and natural resources governance. He has led and supported sustainability-focused projects and causes in Sub- Saharan Africa, North America, and Asia. Ken is driven by the conviction that biodiversity and environmental wellbeing impacts the survival of communities, hence the most crucial step towards human and community development is by securing a safe and healthy environment. He holds degrees from GIMPA Law School, University of Cape Town, and New York University.
Dr Emilia S. Antonio is a global health researcher with a background in clinical medicine and international health. She is currently a Research and Policy Adviser with the Pandemic Sciences Institute, University of Oxford, UK. Her experiences include work with the Global Research Collaborations for Infectious Diseases Preparedness (GloPID-R) and COVID Coordination and Learning (COVID CIRCLE) Initiative, focusing on equitable research policy and global collaboration, particularly in low- and middle-income settings. Her research explores approaches to improving research funding during health crises. She brings to the Advisory Board a systems-oriented perspective on policy development and governance, supporting the ELPI’s mission to advance environmental law and justice.
Mr. Edmund Amarkwei Foley is an experienced human rights advocate and governance expert with a strong focus on the African human rights system. His work bridges legal research, strategic advocacy, and capacity building, with practical engagement in international human rights litigation and policy development. With in-depth knowledge of the African Union’s human rights institutions, Mr. Foley has led initiatives involving litigation, program development, and institutional engagement aimed at strengthening human rights protections across the continent. His vast expertise includes developing and projecting the work of civil society organisations before African Union human rights mechanisms. Mr. Foley brings to ELPI strong skills in diplomacy, negotiation, and mediation, alongside research expertise that informs evidence-based advocacy. Prof. Wisdom Akpalu is an internationally recognized scholar and governance leader in environment and natural resource economics. His work focuses on the intersection of economic policy, environmental sustainability, and development. He holds a BA (Hons) in Economics and a Diploma in Education from the University of Cape Coast, an MSc in Economics from Addis Ababa University (through the African Economic Research Consortium and Oxford University’s CSAE), and a PhD and Licentiate of Philosophy in Economics from the University of Gothenburg, Sweden. Prof. Akpalu has held academic and leadership roles globally, including as Associate Professor and Chair of the Department of Economics at the State University of New York (SUNY)–Farmingdale. He is currently based in Ghana, managing the PhD program in Development Economics at the University of Ghana, which he helped establish through United Nations University. A gifted teacher and mentor, Prof. Akpalu is widely regarded for his contributions to environmental and resource economics. He has published extensively, presented at major international forums, and was a keynote speaker at the North American Association of Fisheries Economists (NAAFE) forum in 2019. His work has been recognized by the Academy of Economics and Finance, which named him Research Fellow of the Year in 2015. Prof. Akpalu brings governance and policy advisory experience, having consulted for organizations such as the World Bank, African Development Bank, Norad, ILO, and IFPRI. He currently serves as President of the African Association of Environmental and Resource Economists (AFAERE), further underscoring his leadership in shaping environmental policy discourse across the continent.
Ms. Humu-Annie Seini is a legal academic and governance expert with a strong focus on environmental law and policy. Called to the Ghana Bar in 2000, she has over two decades of experience in legal practice, regulatory work and academia. At the Ghana Institute of Management and Public Administration (GIMPA) Law School, Ms. Seini lectures in Environmental Law, Human Rights Law, and Legal Writing and Research. Ms. Seini brings significant governance expertise through her roles as Secretary to the Board of the Petroleum Commission, Board Member of the National Muslim Conference, and Secretary to the Board of Muslim Health Services, Ghana. Her involvement in these organizations reflects her commitment to institutional development, regulatory governance, and community service. Her academic credentials include an LL.B from the University of Ghana, a Qualifying Certificate from the Ghana School of Law, and a Diploma in International Environmental Law from UNITAR. She holds a joint LL.M in European Legal Practice and Integrated Studies from Leibniz Universität Hannover and Université Rouen, as well as an LL.M from Harvard Law School. Ms. Seini’s research interests centre on Environmental Law, Energy Law, Islamic Law, and Human Rights Law. She speaks English, Dagbanli, Hausa, German, and French, and reads Arabic
